honnin kakunin jōhōほんにんかくにんじょうほう

Identity verification report

The report a qualified registration agent, in practice a 司法書士, files to vouch that the person applying really is the registered holder. Where the registrar receives it from an agent entitled to act in registration applications and judges its contents adequate, the 事前通知 procedure does not apply and the transfer can complete at the closing table[1]. A notary's authentication that the applicant is the registered holder has the same effect[1]. Both routes move the identity check off the registry and onto a professional, so the care that professional takes is what a buyer is actually relying on.
