toshi keikakuzeiとしけいかくぜい
City planning tax
An additional annual tax of up to 0.3% of assessed value, levied on property inside urbanization promotion areas and billed together with fixed asset tax. Rural properties outside those areas don't pay it — a small consolation of countryside ownership.
