既存不適格

kizon futekikakuきぞんふてきかく

Existing nonconforming building

A building that was legal when built but violates current rules — over today's coverage ratio, or under today's seismic code. It may stand and be used as-is, but any rebuild must meet current law, often meaning a smaller replacement. Distinct from an illegal building (違法建築), which never complied.
