Urbanization control area
Zones where urbanization is deliberately suppressed: new construction — and often rebuilding — requires special permission that ordinary buyers may not get. A large share of suspiciously cheap rural land sits in a control area. Always check this designation before anything else; it can make land effectively unbuildable.
