農地転用

nōchi tenyōのうちてんよう

Farmland conversion

Official permission to convert registered farmland to another use such as housing (Agricultural Land Act Articles 4 and 5). Even buying farmland as farmland needs agricultural committee approval. Conversion is routine near towns and nearly impossible in protected agricultural zones (農振地域) — never assume a rice paddy can become a building site.
