nikō dōroにこうどうろ
Deemed road (Art. 42-2)
A road narrower than 4 meters that predates the modern law but is treated as a qualifying road under Article 42, Paragraph 2 of the Building Standards Act — hence the name. Lots on a deemed road are buildable, but rebuilding triggers the setback obligation. Much of old urban Japan fronts these roads.
